UT police to introduce Guard File system in EOW

Chandigarh: In the wake of the embarrassment faced by the Police Department following the arrest of the DSP, Economic Offences Wing (EOW), and a sub-inspector (SI) by the Central Bureau of Investigation (CBI) for allegedly taking a bribe of Rs 40 lakh, the UT police have decided to introduce the Guard File system in the EOW.

In the wake of the embarrassment faced by the Police Department following the arrest of the DSP, Economic Offences Wing (EOW), and a sub-inspector (SI) by the Central Bureau of Investigation (CBI) for allegedly taking a bribe of Rs 40 lakh, the UT police have decided to introduce the Guard File system in the EOW. Under the system, which has already been adopted by the Delhi Police a file of each case will be prepared and it will be monitored frequently by senior officers. The system will be introduced on Tuesday.

RP Upadhyay, Inspector General of Police (IGP), UT, said under the Guard File system, the file of each case will be scrutinised by senior officers. “The Guard File will carry the gist of the case, including the steps taken by the investigating officer in the case and measures that need to taken,” the IGP said.

The IGP said sensitive cases would be monitored once in 15 days while other routine cases would be monitored once in a month.

On August 13, CBI sleuths had on arrested RC Meena, DSP (EOW), SI Surinder Kumar and two businessmen for allegedly taking a bribe for not arresting an accused in a case.

The IGP had recently ordered that the SP (Headquarters) would also supervise the day-to-day functioning of the EOW. The DSP (EOW) now reports to the SP (HQ), who then reports to the DIG for ensuring proper supervision of work.

The EOW investigates cases of cheating involving an amount of Rs 25 lakh or more.
