Is the Indemnity Bill Immediately Necessary?



IN his speech in introducing the Indemnity Bill at the meeting of the Imperial Legislative Council, Sir William Vincent, in explaining the reasons for its immediate introduction, said: “If this (Bill) is not passed now, then our officers, who ex hypothesi have behaved fairly, are to be left liable to suits at the instigation of any malicious person. Is that fair?” Pandit Madan Mohan Malaviya replied that he did not know of any man who has so far been released instituting any case against the officers who sentenced him to that punishment.
