Non-official Europeans on Constitutional Reforms.



THE Hon'ble Mr. Parker and the Hon'ble Mr. Currie, the two non-official Europeans on the Punjab Legislative Council, have drawn up a joint note on constitutional reform. They deprecate what they call “drastic innovations”. The commonplace arguments of differences of caste and creed and illiteracy as obstacles in the way of effective representation have been put in the forefront. They expect from Parliament a pronouncement as to the extent to which it is prepared at present to (a) increase representation, (b) delegate its powers to the Government of India, and allow delegation by the latter to Provincial Governments, and as to the change which may be permitted in the constitution of the Imperial or Provincial Government.
