Rare?

Referring to Sir Satyendra Sinha’s observation that there were two classes of critics who could not be regarded as having a locus standi to criticise the Report; those who considered responsible government in India as an integral part of the Empire an unsuitable goal for British policy, and those who did not accept the limitations whereby this pledge was conditioned, the Civil and Military Gazette writes :- “Critics of the former type, we think, are rare; out here at any rate they are seldom heard, and probably have the grace to realise that their ease is hopeless.”  We do not know if our contemporary reads the Englishman and the Statesman. Both have stated again and again that the announcement of August 20th is not binding upon British statesmanship or the British electorate, because it was made on the sole and undivided responsibility of a young and inexperienced Secretary of State.
