Chandigarh, December 14

The Panjab University Senate will on Saturday take a call on the Chief Vigilance Officer’s (CVO) report against Prof VK Chopra, now retired from the Department of Evening Studies, for conducting an inspection of RSD College, Ferozepur, without any authority and receiving the TA/DA and inspection fee as a nominee of the DPI (Colleges), Punjab.

CVO Prof Suveera Gill had concluded that according to information given by the DPI (Colleges), principal of RSD College, members of the inspection committee, former principal of RSD College and the College Branch of the PU, it had been observed that “Prof VK Chopra was not selected by the DPI (Colleges), Punjab, as its nominee” to visit for a re-inspection on June 14, 2013.

The first inspection had taken place on March 12, 2013. The inspection was to grant temporary affiliation to MSc-1 (mathematics), BA-I (sociology), MCom-II and BCom (III unit) for 2013-14.

“In view of the facts, if neither the DPI (Colleges), Punjab, nominated Prof Vijay K Chopra nor the PU’s College Branch issued a letter to him, then who provided him with the information regarding the date, time and venue of the inspection at the RSD College? It is clear that the information regarding the revisit has been compromised either at the end of the issuer and/or the recipient(s),” the report said.

The university’s vigilance cell had sought a copy of the letter from Prof Chopra which made him the DPI nominee for the inspection of RSD College, but he did not provide it.

Action against former Senator Munish Verma is also on Senate’s agenda. He has been accused of cheating the PU while deputing three persons as centre and assistant superintendents in 2014 annual exams. All three persons, who are not employees of the college, were shown as assistant professors working in the college and were deputed on exam duty on April 1, 2014.
