This refers to a news report, "MC study tours go in vain again as reports gather dust" (Chandigarh Tribune, December 11. The MC councillors do not go to other cities to study the functioning of other civic bodies in public interest. All such study tours must be banned to avoid taxpayers' money from going waste.

Non-utilisation of ward development fund

On the pattern of MPLADS, the objective behind the ward development fund was to ensure that municipal councillors do not depend upon authorities for development of their ward. Since too many instances of non-utilisation/under-utilisation of funds have come to light through various media reports, only a handful of councillors have been able to make optimal use of the fund worth Rs 40 lakh in a year. According to the MC records, some councillors have not spent even less than Rs 10 lakh. This year, owing to critical financial condition of the MC, the councillors could not make use of their fund fully. Due to this, residents are crying for basic amenities such as maintenance of streetlights, roads and sanitation.
