Chandigarh, November 23

Jagjit Singh, Special Judge, CBI Court, Chandigarh, has framed charges against four accused in a six-year-old alleged scam related to the maintenance of public toilets of the Chandigarh Municipal Corporation.

The charges have been framed against RC Dewan, the then executive engineer; Jimmy K Subawalla and Bishwadeep Dutt, directors of Selvel Media Services Limited; and Myesa Ganesh, director of Outdoor Communication; for the offences punishable under Sections 120-B, 420 of the IPC and Sections 13 (2) read with 13 (1) (d) of the Prevention of Corruption Act. The CBI had registered the case in 2014 against the accused for allegedly causing financial loss to the Municipal Corporation.

The chargesheet was filed on October 13, 2016. As per the chargesheet, there was an allegation against the accused that they had committed the misconduct while allotting two work orders dated September 10, 2007 to M/s Selvel Media Limited for the operation and maintenance of the already renovated public toilets and 15 connecting passages in various markets of Chandigarh by changing the terms and conditions of the tenders. By doing so, they caused huge financial loss to the MC and gave undue gain to the company.
