ONE finds oneself in a puzzle, as one goes through the documentary evidence put forward by Mr. Andrews, as to who really was the authority in April and May! The Viceroy was understood by Mr. Andrews himself to have no objection to his going to the Punjab, though His Excellency was also understood to suggest that it would be well for Mr. Andrews to see Sir Edward Maclagan and Sir Michael O’Dwyer about his visit on his arrival. If an authority in the position of the Viceroy is seen on the subject of a proposed visit, and if his Excellency does understand that the visit is contemplated, and yet does not prohibit it, but advises the person concerned to see an authority subordinate to him, what is the normal inference?
