Almost three months after the police division No. 4 registered an attempt to murder case against two brothers and 10 of their accomplices on the complaint of the Ludhiana police inspector Bittan Kumar, the case has now taken a U-turn as the police has registered a cross-case against the inspector Bittan Kumar, his brother Sajjan Kumar and some unknown persons.

This all happened with the intervention of the Punjab and Haryana High Court as the victim’s mother had approached the court on the plea that one of her sons had suffered nasal fracture in the attack, but the Ludhiana police had not registered a cross-case despite her approaching the Police Commissioner and other senior cops.

She had alleged that when the police didn’t act, she approached the High Court for justice and finally a cross-case was registered against the cop.

Bittan is posted at the RI branch of the police lines.

The petitioner Asha Rani, aged 71, of Salem Tabri said her sons Kuldeep Singh Deepu and Onkar Singh Babbu were in the business of lifting debris. On August 4, her sons were lifting debris from Chawni Mohalla when the inspector and his brother forced them to stop lifting the debris. They then attacked his sons in which his son Onkar suffered nasal fracture, while Kuldeep suffered multiple injuries.

The woman said the police, instead of registering a case against the inspector, had booked her sons on attempt to murder charges at the division number 4 police station on August 5.

To seek justice, Asha had filed petition before Commissioner of Police Rakesh Agrawal, who had marked an inquiry in the case. The woman had alleged that when no FIR was registered against inspector Bittan, she approached the High Court and finally justice was delivered.

ACP, Central, Waryam Singh, confirmed that a case under Sections 323, 325, 148, 149 of the IPC had been registered against Bittan Kumar, his brother Sajjan Atwal and others. Inspector Bittan had also suffered 18 stitches on the head in the attack and remained in hospital for several days. The CCTV footage had captured the clash.
