Temporary power connections for colony developers only

In order to regulate the process of releasing temporary electricity connections to developers of various colonies across the state, Punjab State Power Corporation Limited (PSPCL) has issued fresh guidelines. According to new guidelines issued by the PSPCL Chief Engineer (Commercial), connections would be released only in the name of developer. Multiple temporary connections in the same colony would not be released. Developers would have to apply for NOC at the time of submitting application for a temporary connection for their colony.

Temporary connection for construction in the colony would be released in the name of developer, who has a license issued under PAPRA - 1995. The prevailing practice of two or more sub-builders availing separate temporary connections has been stopped with immediate effect.

“In such cases where license under PAPRA-1995 has not been issued to developer, copy of latest layout plan of the project having name of the developer and duly approved by the competent authority concerned may be accepted while releasing temporary connection,” stipulate guidelines.

Further, for already running temporary connections in various colonies, copy of the licence is to be obtained at the time of extending period of connection. Such extension is allowed in the name of developer to whom licence under PAPRA-I995 has been issued by the competent authority.

The PSPCL has also decided that temporary supply shall be permitted to developers for a period not exceeding two years in the first instance. However, the Deputy Chief Engineer/Superintending Engineer, Engineer-in-Chief/Chief Engineer of the distribution zone and EIC/CE (Commercial) would be competent to extend the temporary connection for a period ranging between three to five years and beyond.

It is mandatory for developers to apply online for no objection certificate (NOC) at the time of release of new temporary connection for the first time for a period of one year. Later, at the time of first extension, developer should submit proof of having already applied for an NOC to the PSPCL. Next extension should only be allowed after developer submits a copy of the NOC of the project.

“Where temporary connections have already been issued, developers of all such colonies will have to apply online for NOC to the PSPCL before August 1, 2021. Any extension in temporary connections after the cut-off date should be allowed only after developer has applied for the NOC,” say the PSPCL guidelines.
