War Loan Lottery.

IT is not yet definitely known whether any of the Provincial administration will sanction the holding of war loan lotteries as they did last year. The Hindu of Madras announces that a sub-committee of the Madras War Loan General Committee has drawn up a note on the proposal to institute a war loan lottery in which the pros and cons of the issue are discussed. The suggestion made is that 20 percent of the proceeds should be given as the first prize, 10 percent as the second, 5 percent as the third and so on. We do not know what the special conditions of Madras are to require this means of attracting subscriptions for the war loan. Last year there was no war loan. But Madras is a poor province, and in any case our contemporary points out that other forms of inducements other than a lottery should be offered to raise the war loan.
