The Kajala khap panchayat has decided to socially boycott persons indulging in rape and female foeticide in 82 villages of Haryana, 195 villages of Rajasthan, 26 of Uttar Pradesh and 17 of Punjab.
The decision was taken at a national convention of the khap held at the jaat dharamsala in Karnal today. Julana former MLA Surajbhan Kajal, who is the national president of the khap, chaired the convention.
The panchayat unanimously passed a resolution stating that it would ban the “hooka paani” of rapists and people indulging in female foeticide in the villages under its jurisdiction. It also decided to slap a fine of Rs 11,000 on persons organising DJ programmes during any function. The panchayat also sought amendment in the Hindu Marriage Act to make same-gotra and same-village marriages illegal.
It demanded prohibition of vulgar advertisements on all media sources and a ban on use of polythene throughout the country. Kajal said: “The panchayat has decided to eradicate social evils from society.
The decisions have been taken after detailed discussions with all villagers, who voiced their concern over the evils hollowing society.”
The former Julana MLA said the khap members were concerned over the declining number of girls and decided to boycott those indulging in killing them in the womb.
“We have decided to penalise those using DJs to curb extravagance and noise pollution,” the khap national chief said.
He said the khap members were against honour killing and favoured inter-caste marriages. Kajal also launched the khap website www.kajlakhap.in on the occasion.
Khap state president Rajmal Kajal urged other khaps to join hands with farmers against the amendment made by the government in the Land Acquisition Act.
