Orders for jobs on compassionate grounds pending in Rajouri

RAJOURI: Many compassionate appointment orders are reportedly pending in the Rajouri Deputy Commissioner’s office for implementation.

Many compassionate appointment orders are reportedly pending in the Rajouri Deputy Commissioner’s office for implementation. The orders were cleared by the General Administration Department (GAD) about a year or more ago.

One of the cases was of Mohammad Farooq, a resident of Kotdhara village of Rajouri, which was cleared by the GAD in 2013.

Abdul Aziz, brother of Mohammad Farooq, was lifted (as was claimed by the family) from Kotdhara along with two others, identified as Mohammad Yusuf and Mohammad Aziz, by personnel of the 18 Dogra unit in October 1997 and have not returned home since.

In 2008, the families of all three persons met then Deputy Commissioner (DC), Rajouri, PA Malik and apprised him that all three were killed by the Army in a fake encounter and were buried near the LoC in the Veer Bhadreshawar area.

On the complaint of the families, the then DC directed the then SSP to conduct investigation and it was established that all three missing were lifted by the 18 Dogra and till date their whereabouts are unknown.

In 2009, the DC had also released Rs 1 lakh in favour of the kin of the deceased, admissible under SRO-43 /94.

On December 13, 2013, the District Screening Committee in its meeting also said Abdul Aziz was lifted by the 18 Dogra unit from Kotdhara village in October 1997 and since then he had not returned and was presumed dead by the DC, Rajouri.

The screening committee in its meeting decided that ex gratia was admissible under rules in favour of Abdul Aziz.

Mohammad Farooq after completing all formalities, including dependent certificate, income certificate issued by the Assistant Commissioner, Revenue, had applied for compassionate appointment and the case was sent to the GAD by the DC.

After going through all legal formalities, the GAD directed the DC, Rajouri, to settle the case as per SRO 43/94 read as SRO 199/2008, subject to the conditions that no other family member of the deceased had been appointed under the CA/cash compensation.

The case of Mohammad Farooq was recommended for engagement as an orderly under SRO43/94 of the Compassionate Appointment Rules in any department as per allocations made for each department by the GAD.

For the last more than 18 months, Mohammad Farooq has been doing the rounds of the DC’s office, but he has not received the appointment letter so far. Farooq said he was recently assured by the DC that he would issue his appointment order soon as all official formalities had been completed.

Deepati Uppal, DC, Rajouri, said all cases under SRO-43, whether for compassionate appointment or for cash compensation had been completed and soon the appointments orders/cash shall be released.
