LORD Islington has made a revelation of some importance on the origin of the Montagu-Chelmsford Report. “As soon as it was decided by the cabinet that Mr. Montagu should go to India to consult with the Viceroy a committee was set up in the India office to work out the outlines of a scheme consistent with the announcement that had been made. That committee consisted of the highest officials in India and members of the Council of India and of more than one official in England at the time who occupied a high position in the administration of India. The recommendation constituted the starting point of the discussion in India and focused the material for what was now known as the Montagu-Chelmsford Report.” We had heard something about the committee, but nobody in India knew that it was the recommendations of the committee that formed the basis of the Report.
