To curb graft, govt for preventive vigilance

CHANDIGARH: The state government is emphasising on improving vigilance in several of its departments so that the possibility of corruption is rooted out.

The state government is emphasising on improving vigilance in several of its departments so that the possibility of corruption is rooted out.

For this, the Vigilance Department has asked Chief Vigilance Officers (CVOs) to take steps for improving preventive vigilance in their departments, sources said.

“Preventive vigilance means the departments should reduce human interface with public by resorting to IT platforms, reduce the scope of discretion in the system by laying down norms and guidelines, and improve the existing process by simplifying and sticking to the timelines,” said Navraj Sandhu, Additional Chief Secretary (Vigilance) in her communication to administrative secretaries and heads of departments.

She further said that as CVOs served as a vital link between the Vigilance Department and other departments, they should assist departments in identifying the possibilities of corruption and keep vigil.

The CVOs have also been advised to inspect development works regularly, ensure timely completion of inquiries, launch inquiries into complaints related to corruption, monitor disciplinary cases recommended or referred by the Vigilance Department, and create awareness among all stakeholders about the concept of preventive and participative vigilance.

The Vigilance Department has asked heads of departments to empower CVOs so that they can function effectively.
