Chandigarh, January 18

The Punjab and Haryana High Court has issued notice to Baba Farid University of Health Sciences Vice-Chancellor Dr Raj Bahadur and two other respondents. They have been asked to show cause why contempt proceedings should not be initiated against them in a service matter.

The notice by Justice Nirmaljit Kaur came on a petition filed by Dr Manjit Singh Jaura through counsel Charan Jit Sharma. He submitted that the issues before the Bench were whether the respondents had made themselves liable to be proceeded and punished under the Contempt of Courts Act and other relevant law by making appointment of a doctor and another person and re-designating another doctor against the directions of the High Court in May 2014.

Referring to the order, Sharma said the writ petition was disposed of with clear-cut directions to the respondent university regarding framing of rules/regulations and making all appointments after advertising the posts.

Appearing before Justice Nirmaljit Kaur’s Bench, Sharma averred appointment letters had been issued in violation of the undertaking given before the court in the Civil Writ Petition 1565 of 2013; and no advertisement were issued.
