AS will have been seen from the Press communique published in these columns, Sir Edward Maclagan has already moved in the matter of giving effect to the pledge recently given in the Imperial Legislative Council, that members of the public giving evidence before the Enquiry Committee shall not in any manner be harassed by the police. This is precisely what might have been expected. The action taken by His Honour is, however, only the first step in the process. If the assurance given by the Home members is to be given full effect to, the Commissioners and Deputy Commissioners concerned must loyally co-operate with the head of the Government and must keep a vigilant eye upon the police, holding a prompt inquiry into all complaints and inflicting suitable punishments in all cases where the complaint is found to be well-founded.
