The Haryana Government has finalised a policy for the construction of guest and boarding houses in residential areas across the state.

According to the new policy announced by the Town and Country Planning Department on July 19, the guest and boarding houses will only be permitted in that residential sector where all internal and external services have been provided by the authorities concerned.

A guest house will be allowed on a residential plot of 500 square yards (one kanal) comprising of a single unit. Meanwhile, the owners shall pay 50 per cent commercial conversion charges for up to 150 per cent floor area ratio.

A guest or boarding house is a dwelling unit which can be rented as ‘pay and use facility’, with or without meals, for a period of less than a month.

“The permission for the setting up of the guest/boarding house shall be given to those buildings which are already constructed at the site. The permission will also be granted as far as undeveloped/non-constructed allotted plots in the Haryana Shehri Vikas Pradhikaran (HSVP) and licensed area are concerned. In such cases, the owners shall produce an allotment letter and conveyance deed in respect of the undeveloped plots in the HSVP and licensed areas,” the policy states.

However, in case of the unacquired pockets of land, the applicant will have to apply for change of land use.

The policy clarifies that no external development charges shall be levied in case the site is allotted by the HSVP or is a part of the licensed colony. The 50 per cent conversion charges will, however, have to be borne by the owners for these categories of plots.

Moreover, the owner shall not be allowed to sell or bifurcate the rooms or flats as they are not covered under the Haryana Apartments Ownership Act,1983.
