Now, register land, properties online

JALANDHAR: Now, residents can register their properties and land online through the National Generic Software for Document Registration (NGDRS).

Now, residents can register their properties and land online through the National Generic Software for Document Registration (NGDRS). The service was launched by Cabinet Minister OP Soni here on Tuesday.

Under the new system, there will be two logins on the land registration portal — one for the citizens and the other for the organisation; the sub-registrar will have access to it.

Under the citizen login option, residents will have to create their ID. Thereafter, they will get the password. After that, they will have to enter the data related to registration of their property. Besides, they will have to scan and attach the relevant documents. The move will reduce the total time for the registration of documents to five minutes.

The new system will also allow automatic calculation of stamp duty, registration fee and other fees based on collector rates. The applicants will pay the charges online. This will also reduce the dependency on deed writers.

After submitting their applications, the sub-registrar’s office will give them the appointment time, which will be communicated to them through their email and SMS.

Talking about the online process, Tapan Bhanot, Sub-Registrar, Phillaur, who is well-versed with the software now, said, “The use of the latest technology, cloud-based web software, which is less expensive and highly secure, will allow online interface for citizens to enter data related to registration and uploading documents.”

In the new system, property buyers and sellers will undergo Aadhaar-based authentication. The sub-registrars will also be subjected to biometric authentication to check frauds.

“The applicants will come to the tehsil with their original documents for verification at the time of appointment. Their photographs will be clicked here. Fingerprints of the buyer, seller, witness and identifier will be taken on a biometric machine. All their dues will be checked at the same moment. Thereafter, our staff will visit the spot and do the needful within the requisite time period. Meanwhile, the applicants will not have to visit again,” added Bhanot.

Old practice

Punjab had been using the PRISM software of NIC for registration of documents since 2002 and the last version came up in 2004-05. Recently, the state has switched to a cloud-based web software and Punjab is the first state to launch the online property registration project. It is an initiative of the Union Government.

National Generic Software for Document Registration (NGDRS) is now in use for the purpose.
