Let the Delhi Congress be a United Congress of both wings as the Lucknow and the Calcutta sessions of the Congress were, and let it on the first and second days pass resolutions on subjects on which there is no difference of opinion. Let it, then, take up the consideration of the Reforms Scheme and pass resolutions on which there is general agreement. On the fourth day let it break up into two conferences, one of advanced politicians and the other of the moderate or centre party, to pass resolutions on aspects where there is no substantial agreement. This will enable the country to present a united front.
