A registrar at a private university at Mandi Gobindgarh has been booked for criminal breach of trust, cheating and criminal conspiracy.

Satish Kumar, HR Head of Desh Bhagat University, said the registrar, Shalini worked at the university in 2015 but she abruptly went missing and the university instituted an inquiry into it. Shalini recently joined as registrar of RIMT University and before that she had a small stint at Mandsaur University in Madhya Pradesh.

According to the Amloh police, an FIR (No. 0171) has been registered against Shalini, Ajay Gupta, Chetan Gupta and Nidhi Gupta under Sections 406, 420, and 120 B of the IPC.

Satish said Shalini quit the university all of a sudden, pending charge sheets issued to her on account of various acts of omission and commission. He said she was issued five charge sheets to which she did not reply in her defense and the management of the university appointed Dr Virinder Singh, Vice-Chancellor, Desh Bhagat University, as inquiry officer to enquire into charges levelled in the charge sheets.

Shalini did not participate in the inquiry proceedings despite more than ample opportunities provided to her, he stated. On the basis of the findings of the inquiry, a complaint was lodged with the SSP, Fatehgarh Sahib, on June 30. The police, after conducting an inquiry for five months, registered an FIR against the suspects on November 30.

Meanwhile, Shalini said she had lent about Rs 65 lakh (taken from her parents) to the university and her own salary and other perks of about Rs 35 lakh and a total of about Rs 1 crore was pending towards the university. She stated that instead of paying her dues, the university got a case registered against her on the basis of wrong information. She stated that she had filed an inquiry and an SP-level official of Mohali was enquiring into her case. She stated that she was hopeful of justice in the enquiry report.
