India''s Fresh Burden.



IT was only to be expected that the question of the justifiability or otherwise of giving effect in present circumstances to the resolution adopted by the Indian Legislative Council in September last at the instance of Sir William Meyer, by which India took upon herself a fresh financial burden in respect of the cost of the military forces raised in the country, would come up for consideration in the course of the discussion on the Excess Profits Bill.  It was raised in a speech by Sir Fazulbhoy Currimbhoy, who urged that it was no longer possible to impose the taxation outlined in the speech of the finance member except by violating the conditions and safeguards which were specifically mentioned in the resolution.  Sir William, said the speaker, had assured the Council that the matter was liable to reconsideration if they were faced with financial burdens in other respects such as a grave agricultural situation or a currency crisis.
